Last October, I was invited to visit South Korea to see how it was able to achieve its ranking as one of the top three innovative countries in the world and in the Asia-Pacific region by Bloomberg and the World Intellectual Property Organization respectively.
2018 marked a very hectic year for me. In addition to teaching at the University of Hong Kong, I was invited to attend large international conferences locally and overseas every month. Recently, Convener of the Executive Council Bernard Charnwut Chan reviewed the city management performance during Typhoon Mangkhut in a local newspaper. He recalled that “the Observatory, the police, other government departments and transportation operators have all released news updates, but we do not have a one-stop platform for people to check the status of bus, MTR, road conditions and public facilities".
